Senator Kelly, Cochair, moved and asked unanimous consent that the                                  
Finance Committee referral be waived on CS FOR HOUSE BILL NO.                                       
203(FIN) "An Act making an appropriation to the Legislative Council                                 
for a study of school district cost factors; and providing for an                                   
effective date." Without objection, the bill was referred to the Rules                              
Committee.
